CPTPP là gì? — What Is CPTPP?

CPTPP — the Comprehensive and Progressive Agreement for Trans-Pacific Partnership — is a free trade agreement between 12 countries including Canada and Vietnam. It came into force for Vietnam on January 14, 2019.

In plain terms: if your goods from Vietnam meet specific origin requirements, Canada will charge you 0% import tariff instead of the standard 16–18% MFN (Most Favoured Nation) rate. For a $200,000 annual import, that’s $32,000–$36,000 CAD per year you keep in your pocket.

The catch? You need to know about it, apply correctly, and have the right paperwork. Most Canadian SMEs importing from Vietnam miss this entirely — because their freight forwarder never brings it up.

3 Conditions to Qualify for 0% Tariff

CPTPP has three qualification pathways. Your goods only need to meet one of the following — not all three.

Wholly Obtained (WO) — simplest path

Goods entirely grown, harvested, or produced in Vietnam with no foreign inputs. This covers most seafood, agricultural products, and natural materials.

Example: Vietnamese shrimp caught in Vietnamese territorial waters → automatically qualifies. No complex paperwork needed.

Regional Value Content (RVC) — most flexible

At least 40% of the goods’ value must come from CPTPP member countries (Vietnam, Japan, Malaysia, Australia, Canada, and others). You can use some non-CPTPP materials as long as the value threshold is met.

Example: A wooden chair manufactured in Vietnam with some imported hardware. If the Vietnam-origin materials + labour represent 40%+ of the total FOB value → qualifies.

Simple math: Chair sells FOB $50. Vietnam materials + labour = $22. RVC = $22/$50 = 44% ✓

Change in Tariff Classification (CTC) — transformation rule

Non-CPTPP materials are allowed if the manufacturing process in Vietnam creates a product with a different HS code than its inputs. This proves meaningful transformation occurred in Vietnam.

Example: Fabric imported from China (non-CPTPP) is cut, sewn, and finished into jackets in Vietnam. The HS code changes from raw fabric to finished garment → transformation is proven → qualifies.

Note for apparel: Most garment categories require the stricter “Yarn Forward” rule — fabric must also be CPTPP-origin. Ask us if you’re unsure about your specific product.

Required Documents — C/O Form VN

To claim CPTPP preference at the Canadian border, every shipment needs a Certificate of Origin (Form VN) issued by the Vietnam Chamber of Commerce (VCCI) or Ministry of Industry and Trade. Here’s what’s involved:


C/O Form VN — Certificate of Origin
Issued by VCCI or Vietnam’s Ministry of Industry and Trade. Confirms goods meet CPTPP origin rules. Must accompany every shipment claiming preference.
Issued in Vietnam within 3 working days. NovaLynk coordinates with our HCM/HN agent partners.


Commercial Invoice + Packing List
Standard export documents showing goods description, value, weight, and packaging. Must match C/O Form VN exactly.
We review all documents for consistency before shipment.


Supplier Declaration / BOM
For RVC and CTC claims: a Bill of Materials or supplier declaration showing the origin and value of input materials used in production.
We provide a template your Vietnamese supplier can complete easily.


HS Code Classification (10-digit)
Canadian HS codes are 10 digits — different from Vietnam’s system. Correct classification is critical for CBSA clearance and CPTPP eligibility.

Every product has a specific HS code, and each HS code has its own origin rule under CPTPP. Yes — you can import without a C/O, but you’ll pay the standard MFN tariff (16–18% for most goods). You cannot retroactively claim CPTPP on goods already imported without a C/O. Going forward, once you have the right supplier documentation in place, we can get C/O issued for every future shipment.
Not necessarily, but it depends on the product and the proportion. For furniture and most non-apparel goods, Chinese materials can be used as long as the RVC threshold (40%) is met or the transformation rule (CTC) is satisfied. For garments, the Yarn Forward rule applies — fabric must come from CPTPP countries. The De Minimis exception (10% by weight) gives some flexibility. We’ll assess your specific case.
Typically 1–3 working days from when the exporter submits the application to VCCI (Vietnam Chamber of Commerce) or the Ministry of Industry and Trade. Our partner agents in HCM and Hanoi handle this as part of the export process — no extra effort needed from you.
The government fee for C/O issuance in Vietnam is approximately USD $20–50 per certificate. Our agent coordination fee is included in our freight forwarding service — no separate charge. Yes, if the C/O is incomplete, the HS code doesn’t match, or the goods description is inconsistent between documents. This is exactly why correct documentation matters. Generally no — CPTPP preference must be claimed at time of import. However, in some cases CBSA allows amended B3 forms for recent shipments (within 4 years). This is a complex process and we’d recommend speaking with a licensed customs broker for your specific situation.
