What Is CPTPP — Explained Without Legal Jargon
CPTPP — Comprehensive and Progressive Agreement for Trans-Pacific Partnership — is a free trade agreement between 12 countries, including Canada and Vietnam. It came into force for Vietnam on January 14, 2019.
In practical terms: if your goods imported from Vietnam meet certain origin conditions, Canada charges 0% import tariff instead of the standard MFN rate — which can reach 18–20% depending on the product.

Which Goods Qualify for 0% Tariff?
Most Vietnamese goods exported to Canada benefit, especially:
- Garments & apparel: 16–18% MFN → 0% CPTPP
- Wood furniture: 6–9.5% → 0%
- Footwear: 18–20% → 0%
- Bags & leather goods: 6–15% → 0%
- Seafood (shrimp, pangasius): 5–15% → 0%
- Plastic housewares, rubber: 4–7% → 0%
The Conditions — 3 Ways to Prove CPTPP Origin
- Wholly Obtained (WO): Goods entirely grown, caught, or manufactured in Vietnam (seafood, agricultural products).
- Regional Value Content (RVC 40%): At least 40% of the good’s value comes from CPTPP countries. Used for furniture, bags, and many other categories.
- Change in Tariff Classification (CTC): Manufacturing in Vietnam creates a product with a different HS code than its inputs — proving substantial transformation occurred in Vietnam.
Note for garments: The stricter “Yarn Forward” rule applies — fabric must originate from CPTPP countries. Vietnamese domestic textile capacity is expanding to meet this demand.
